Frequently Asked Questions

Exporting a Vehicle

Can I export a new motor vehicle to a foreign country?

No, unless your franchise agreement will allow it.  Typically, a manufacturer will not allow export of a new motor vehicle.

If I sell a used motor vehicle to someone in a foreign country, is Ohio sales tax due?

Yes, sales tax should be collected when a vehicle is sold to a resident of a foreign country,  The correct sales tax rate is 6%.

Are there special titling requirements when exporting a vehicle?

Yes.  When a vehicle is being exported, the Ohio BMV will require that an Ohio certificate of title first be issued in the name of the purchaser, listing his/her foreign address.  Next, the seller must submit that certificate of title to the Ohio BMV titling division, along with BMV Form 3717, “EXPORT APPLICATION FOR A MOTOR VEHICLE”.  The BMV will then issue a certified receipt of title cancellation for the vehicle.

If a resident of Canada or Mexico purchased a vehicle and wished to drive it across the border, would the dealer be required to complete an export application?

No.  The term “Export” as used by the BMV means that the vehicle is being shipped or transported from the US to a point outside the US .  “Export” does not include operating the vehicle by means of its own power or towing it.
